there are a lot more Thanksgiving dinners
there are a lot fewer funerals overall.
The total number of people attending funerals (in whatever State that is) would be significantly less than the number attending Thanksgiving dinners. If you had 30 per dinner, or any number between 6 and 30, you would increase the clusters of potential infection.
I guess it would have been a lot easier to limit all gatherings to 6, but I can also see how an exception was made for compassionate grounds for funerals and because there really won't be that many to affect the spread.
