Because the legislature passed a similar law. It's a win in that it starts to set a precedent for other rulings, where the legislature did not pass appropriate legislation, but governors and Secretaries of State acted unilaterally.

Everyone needs to realize Trump is walking the usual legal lines and all the roads lead to SCOTUS saying Governors Dictating voting rules w/o legislation is Unconstitutional and Illegal. Hang on and enjoy the ride.

This decision was made before the election, the judge just gave him a pass. Neither Gov Newson nor the Judge have the right to change the election law and violate the CA Constitution by doing so. We should fight this in a higher court.
