Third party votes (Jill Stein in 2016, Kanye in 2020) were moved to the Dem. The Dems shut down Jill Stein's recounts out of fear of being caught. I can't help but wonder if that's exactly why Jill Stein asked for a recount, but iirc, it was couched at the time as she was hoping to help Killary's numbers.
