Arizona state law says that a recount cannot occur unless certain conditions are met - that is, the difference in victory must be less than 200 votes or one tenth of one percent of the total votes.
This is predicated on the assumption that the count is valid in the first place though, and as far as I am aware, there is not a legal fall-through option for an illegitimate count.
I think this means that when they get around to fixing Arizona it'll be new legal territory.
