In a way he may simply be saying that Tweets aimed at left-wing violence do much less than something like, oh, I don't know, maybe declaring it an insurrection, sending the army in, shooting a few people dead, and arresting 500 or so Antifa thugs and sending them to jail for 20 years with no chance of parole.

He may be saying he thinks that would work better than a Tweet.

Many would agree, I imagine.
