The thing is, any way you cut it, you always have some type of security force in any given society as things progress, because you have older, or in some way weaker citizens, like women, who are targets for criminality because they can't protect themselves so well. It makes sense to designate an institution of police, instead of having stronger citizens take turns at it or do it for free. As for how to get the police and black people at sort of a zero position, I have no idea. And it's not the police at this point, I think, but a lot of black people have an ax to grind that they don't want to let go.
