Citizens defend themselves against other "citizens" (if that they are) by learning how to defend themselves and having reliable friens. The militia is citizen-soldiers upholding the sovereignty of THEIR state, generally against non-citizens. The militia is not a surrogate for law enforcement. When a militia goes into another state, it's to conquer it, not to keep you safe in a restaurant.
