maybe i'm just ignorant to the specifics, but i've driven around my fair share of nice neighborhoods over the years and yes, i'll see a ton of Land Rovers, Mercedes and Teslas, but even in the wealthiest places, a Ferrari is not common. i could be wrong, but if i were to guess, there's maybe a dozen or so Ferrari's in that entire state and tracking down all the owners shouldn't prove too difficult.
Oakland county is/was one of the wealthiest in the country. It borders Wayne (Detroit.) Relatively, there could be quite a few.

Sure, but if an investigator looks over the registrations, he could identify a short list of interesting candidates.
