Throughout the night with two opposing, partisan observers watching and while being recorded, lots are randomly taken down and counted to see if the count matches the tabulation.
End of the night, the results are compiled into a physical binder that includes the digital event log as well, sealed and notarized - one is held back and locked away with all of that precincts official docs. Results are called in to central location and one of the official copies is sent by courier to the central location.
Voter has a copy of ballot and there is an auditable trail with duplication.
That is pretty half-assed and would need to work on it but it just shows that it could be made a lot more secure if we the people would invest ourselves in the process.
Real-time video (and I mean close-up video) and audio should be recorded as well as broadcast live over cable access or streamed over county websites. Remember, the people involved will never be independent so you must have both sides represented.
