I agree with the fairness of these proposals. We could offer a redo, though, because Democrats wouldn't accept it, which would make it more obvious. As long as it was a redo where people verify the ballots with bipartisan observers that are there for the entire process, and have rules followed.

It gives them incentive if they know they can be busted and then get a Milligan with no true consequences.
