I think it would be a very rational way to run things. It is ridiculous to believe that say the entire State of New York should be run by the interests of New York City. We should do things at every level of government to minimize the power of mob rule ‘democracy’.
We need an ‘electoral college’ for counties within a State. This would make communist democrats have zero say in this nation.
