Not to rain on this parade on this one, but have you been to any of these cities, like a philly, seattle, portland, SF, etc.? There are A LOT of people living on vacant lots, under bridges, in public parks, breezeways, entryways, etc. I had a vacant lot next to my apt in Seattle, and homeless would regular camp out there and sh*t in the bushes outside my window.

Yes, according to Pennsylvania law, you cannot register to an address where there is a threat to mail being lost or stolen.

There is a list of places you can register, including public offices, social service buildings, etc.

Just because you are homeless doesn't mean you can break the laws.

I suspect people have been registered at vacant lots for years, and now that COVID is mass mailing ballots, there is a credible threat to ballots being lost upon delivery, or never being delivered, yet counted.

They permit homeless to register by drawing on a map and marking with an X. Check it out:

the secretary of state does not make the laws regarding elections. The legislature does.

Giving the ability to register this way may possibly violate the law passed by legislatures.

Also, we don't know if these are homeless people, people who forgot to unregistered and their ballot was stolen, or what it was.

We do know that there should not be mail sent and delivered to this address from a government agency.

Probably. I don't want to spend the time digging, but having worked in the nonprofit community in liberal cities, they'll find a way to get homeless involved for the wrong purposes. There were reports coming out of LA they were exchanging money and food with skid row residents to get them registered.

What they could do is help homeless register with these no address locations and tell them "we'll have the mail sent to our address for you," and then they collect a lot of these at this mailing address, fill them out with Biden, and send them in to be counted.
