Anywhere with a black or poor community probably is. Kennsington,, Somerset , parts of West Philly. The lady running the polling place in19148 I saw get in with voters in the booth to tell them who to vote for a couple times (this was 2016). When you take into consideration that about 1/2 of adult African Americans can't read in Philly this is a huge problem. I did report but she was there the next time I went. One thing I think going forward is all states should have an easy secure way for people to request they be removed from voter rolls as soon as they move. I'll look into discord tomorrow. I may have friends that would want to help manually look.

The sale was for $1, so was likely a technical or intrafamily change, not a real sale (e.g. one of these two people owned it previously, and they got married or had previously gotten married, and decided to transfer into both their names). Could be an inherited property, that one of them lived in with parents when they turned 18 and registed, then kept as registered address while in college/grad school due to not having any permanent address at school.
Legally, the voter registration should have been changed to the actual address where he now lives (which may be the mailing address on the property record, although it's very possible that's just an office that handles his tax bill, like his accountant's office -- it's owned by other people). It's possible he intended to resume living there after building on it, but from the property record, it appears there hasn't been a habitable (taxable or exemptable) structure on the lot since before 2015, so it's not like he demolished the old structure around the time of the "sale" and had imminent rebuilding plans disrupted by COVID.
So, technically, he shouldn't be voting under a registration at this address, but if he actually still lives in the same zip code and owns the property, it may be a matter of the need to change the registration having been honestly forgotten. Of course, you should check who voted from the mailing address associated with this property record. From googling, it appears he's an orthopedic surgeon who finished a residency in 2018 (in Camden, NJ, about 2 miles from the registered zip code) and went straight into a fellowship (in Philadelphia) from there, so he's probably been working a zillion hours a week in the abusive medical training system prescribed by our government. Bottom line, I'd say this really isn't one of the droids you're looking for.

Also, according to a public records search, regarding homeless individuals, 55 Pa. Code § 148.1(a) 55 Pa. A written statement, from someone who knows the homeless individual, saying that the individual is a resident can be used as proof. Yes, technically illegal, and if he didn't actually vote at all and some organized fraudsters used the registration to create a false ballot because they identified it as a vacant lot, this could be a data point for fraud. But if he actually did vote (once), and just forgot to update his address, is this the kind of voter you really want to go after? A busy professional who clearly lives nearby, actually does own this property and used to live there (and may actually regard it as his near-future permanent address), and who is extremely unlikely to have been involved in voter fraud? If there are several voters registered at this address who actually voted, then it would be worth pursuing. But if it's only one, or if just the two owners, then I think it's unlikely fraud is involved. Even possible that he did submit an address change for his registration and the Philly election bureaucrats failed to process it. I suspect there's a permanent forwarding order on file with the post office (obviously no ballot was delivered to this address), and I think that's actually supposed to result in an automatic cancellation of registration. Short of contacting his workplace to ask him if he actually voted via this registration (which might not be well-received), I don't know how you could try to confirm that this is a likely case of fraud.

Just be careful about putting people's names out there without solid evidence that either they themselves committed vote fraud, or that their names/registrations were used for real vote fraud (not just forgetting to update a registration, which can be the fault of the local election officials rather the voter). Vacant lots are definitely worth pursuing, but look for the ones that have multiple registrations that were used for voting in this election, not the ones where only the actual owner of the lot voted with a registration at the address.
The assessor's role are public. Have a search by address or name feature. With rental stuff in the mix I'd use the address. Willing to bet you'll find some non-existent like I did.

THese are from the first page of Google Maps in Philly... If you can search w/ "no fixed address" you may find some fishy stuff. There are sex offenders who use NFA as an address.. Also church addresses are used by the homeless often to receive mail.

A dirty secret in PA is that there are tens of thousands of who really live in New Jersey who claim a PA address and register their vehicles in PA as it saves them hundreds if not thousands of dollars annually.
This is exactly what I commented on yesterday. When I audited my precinct in ~2011 I found 8% of registered voters were at non-existent addresses. I ran them against the tax assessor's rolls. Then there were the registrations at business addresses. (illegal in my state) Obama's team did a lot of this, but it doesn't explain how the mail is being treated for these non parcels. My county requires a confirmation letter sent to the address on the voter application.

Off the cuff the most likely source would be property tax records. If there’s a way to get all the estimated taxes by address then we should be able to ascertain the threshold amount for what is not an occupied property and then cross reference that against the voter roles.
An example, if we looked at Zillow and the cheapest single family home in the area is $30k and pays property taxes of $1,000/year then we could say that any property with property taxes less than $1k/year is likely abandoned building or empty lot and could then compare those against the vote data.
I have no idea if we have that data or how to actually do the comparison. I’m just thinking of the process.

If you get a hunting app that lets you see property lines you'll find tens of thousands of acres of desert land in Arizona and Nevada subdivided into even more 1 or .5 acre lots. Virtually every lot has a different name associated with the owner. That's all well and good you might say, but the kick is.. No one is there. No roads. No houses. No development. Just thousands of empty lots spanning across thousands of acres of empty desert all owned by different people.
Maybe it was an investment or some charity. Maybe it was a development that went tits up. Or.. Maybe..
