I am assuming that their authority comes from the legislature. Unless there is a law authorizing and granting the health department this authority I expect that this order will be just as invalid.
They were abusing some Spanish Flu era law that grants them power to make mandates and that's how they got things like the mask mandate back. Unless our state Supreme Court does something with WHAT is being done rather than only with HOW, WHitler will keep finding ways around things to enforce these orders anyway.
