I do govt IT. This kind of stuff is beyond negligent, not to mention that win7 was completely axed for anything aside from a couple of specialized and typically closed systems. I can only think of 3 where I am, and one of them is just the cafeteria registers. This kind of setup is the half assed kind you'd do on a home network with unimportant files.
