Three months or so later Cheney gave a speech that that basically said that we (the US) was in a Global War on Terrorism (GWOT) that would be endless and implied it would be fought by generations to come. Only the neocons in both parties cheered it.
Before that you had two decades of US funded wars or US fought wars: Afghanistan during the Reagan years and Iraq Gulf war during Bush 1, and US basically bombing Iraq and patrolling the Iraqi sky non-stop under Clinton and later the war against Serbia and the "peacekeeping mission" that's still going on there. Basically, the country has been at war since Pong games and Commodore computers were a thing to the PS5 and Win 10.
This is why Trump stopping the endless wars is really significant,

I remember 9/11 very well but being younger and on the opposite side of the pond I only got a sort of filtered version of the hysteria that broke out afterwards.

A russian acquaintance always wonders aloud why the USSR collapsed right at the moment that computers made central accounting and central control of goods and resources so much easier. You couldn't just put on paper that you used x tins of steel to make x number of goods when they did not exist. Right at the moment that it became feasible to have central control of the economy and minimize cheating, the USSR collapses.
