Here in CT it is actually mandated that the outdoor seating can only be partially enclosed. I'm a carpenter and we just built a structure for a restaurant. It's about 8 feet wide by 60 feet long, has a tall shed roof, and some knee walls. It's probably about 40% open (which is what I think the regulation states). With the heaters running, it should be comfortable most nights, but on a windy night I don't think it will do the job.
I like framing outside so I am happy for the work, but I really hate all this COVID bullshit I am so sick of it and it doesn't seem to be going away anytime soon. It's starting to really feel like I'm living in a bad dystopian sci-fi movie, at least here in CT, anyway.
