I like the way you think. Small point to add. Each state's "National" Guard is under the command of the Governor. So either the Lt. Gov. would have to be on board with declaring the Gov unfit, or GEOTUS would have to use federal forces, which can't be active military, unless martial law is declared. So that leaves federal LE.

He can take control of the national guard whenever he wants. That’s what Eisenhower did for Little Rock.
