You are correct but that is about authorizing domestic propaganda by US Gov operated radio/TV stations, usually the Voice of America broadcasts.
I looked into the FCC license requirements for TV and Radio and here is what I found
Stations must renew their licenses before they expire. Renewal applications are due on a staggered basis depending upon the state in which the station is licensed. Before we can renew a station’s license, we must first determine whether, during the preceding license term, the licensee has served the public interest, has not committed any serious violations of the Communications Act or the FCC’s rules, and has not committed other violations which, taken together, would constitute a pattern of abuse.
So I don't think acting to circumvent the constitution and rig an election is serving the public interest so once these rats are charged with crimes he can issue an executive order to pull their license.
