TBH I don't see how this doesn't end with some kind of violence. People are being pushed too far that don't want to suffer under this medical tyranny. Violence seems to be all the left understands. Having thousands of people show up at the state capitol just results in the Governor laughing and calling you "superspreaders" and tightening lockdowns blaming you for violating them and "putting everyone else at risk". They don't care because no one is legally stopping them. they don't work for you, the people so they aren't going to respect your protest as "the voice of the people".
People refusing to wear masks in stores just results in you getting kicked out, having the cops called on you because the store is trying to protect themselves from penalty by the local health officials for letting you in unmasked, and probably result with you in a video on YouTube getting thrown out of the store and Karens applauding and shaming you (and probably doxxing to ruin your life because they want to pour salt on the wounds to 'teach you a lesson').
The ONLY real change is going to HAVE to come from some kind of mass violence (we don't want that but someone eventually is going to be pushed too far and snap), or some higher legal authority finally putting the smack down on these Governors. It's not going to come from marches and peaceful protests.
Mass non-compliance. If everyone refuses to wear a mask to the store and the store refuses them entry - the store goes out of business. The store down the road learns from that mistake and doesn't enforce. Problem solved.
