In this case it might be. Just due to how large Amazon is. Anyone can use their services and your choices are microsoft azure, google cloud services or Amazon web services. AWS was the first major successful cloud provider so if you're going to run software or services, it's pretty likely you'll use Amazon

** I think the more important aspect of this story is that they have conclusive proof that the tabulators were not only not air-gapped, but that voting data was being sent through the cloud to international servers and common cloud services. Not via a secure government or military intranet.
