Legally, if Bideng is disqualified due to treason or mental incompetence or dies before he is sworn in then Harris does not automatically become president, the House decides who becomes president. The only people that the House can consider is candidates that have received at least one electoral vote in the election. Now here is the twist, Hillary is an Electoral Voter for NY and she votes for herself thus qualifying her for election to the office of president.
