Instead of 'counted in secret' I would have preferred they use the phrase 'counted in a manner that prohibited Republican observers from having any ability to witness the validity of the ballots, the manner in which they were received, the markings contained therein on the ballots or the manner in which they were tabulated.'

Saying it was a secret is sort of hard to make stick in a crowded room even if they were all democrats.
