Main roads and freeways is a big one around here. Especially for the cities without "loops" encircling them. But in past disasters, the people always clog the freeways first and end up sitting around for hours. It's why I still keep an actual paper book Road Atlas of the area County/Farm roads in my vehicle. That overgrown gravel path may just be the escape route I need.
