My basic understanding is that Hammer and Scorecard are classified government programs designed to covertly switch votes. Scorecard is some sort of software program. Not sure about Hammer. And Dominion of course is a company that either has its own software or maybe manufactures ballot tabulators themselves? But I'm not sure if Dominion was using Hammer and/or Scorecard. Or is it that Hammer and Scorecard are codenames that are simply describing Dominion and its related companies.
Any clarity will be helpful, because if I'm going to be the conspiracy nut at thanksgiving, I at least want to get my facts straight.

My understanding is that hammer was a cia program used to manipulate data but not specifically for elections. They figured out they could manipulate elections and have done so all over the world. Scorecard is the code that was rewritten for hammer to allow explicit voter fraud. Dominion( connected to sequoia, diebold etc) uses smartmatic as their software with scorecard embedded. Smartmatic is Venezuelans owned company that Chavez used to stay in power. Dominion seeps the ballot counter boxes but doesn’t even make them. Most are made with Chinese pets.
No, Hammer and Scorecard were CIA projects. Dominion makes the voting systems with back doors designed to let software like Scorecard log in and change votes.
Scorecard is software designed to change votes in a way that will not arouse suspicions. It was created ostensibly to meddle in other country's elections. The alarm bell has been rung that it is now being used here in the USA. Certainly we've caught multiple instances of 'glitches' all going one way - to give votes to Biden and take votes from Trump.
It is unclear what Hammer is, but it sounds like it is an ambitious large scale system for doing surveillance much like the NSA does.

Hammer is a deep state surveillance tool created by Mr. Montgomery. It was used against foreigners, until Obama, Clapper, Brennan et al. Then it was turned against United States Citizens.
