Ppl created up to 6K ballots an hour.
With super conservative estimate, I could easily fill out 15 ballots a min, especially if most are not filled down ticket. Obv none are folded bc all envelopes were fake & destroyed. So... 15 ballots/ min = roughly 900 per hour, per person. Super easy to have 6 ppl set up in a house and churn those puppies out.
