Typically if a legal filing is an "emergency," or unplanned, it's to request a temporary restraining order--an order temporarily preventing someone from doing something, pending adjudication of a request for a permanent injunction. I'd guess it's a request for an order preventing GA from certifying its results.
I would assume that the person certifying the results took some kind of an oath. If ANY fuckery is found after certification, that person is legally responsible.
