Was GA's election process of counting votes cast way after election day put in place by the state courts or the state legislature?

Asking because I remember a post saying they tried to ram through something that would allow that through the state legislature, but it didn't go through so they just used the courts. Is this true?

IIRC, it was put in place by the GA Sec of State
