I don't even think out of state donations should be allowed in State elections.
I'd take it a step further: any company that makes a significant portion of it's revenues from outside the United States (>30%) should be ineligible to make political donations.
There should also be an emergency anti-Soros recall provision as well. He does buy sheriffs (i.e. in Arizona).
