Does it really make sense when these corrupt states handle their own broken voting systems? What's going to stop California from having 1 billion votes for the latest democrat puppet?

The EC votes a state gets are based on it's representation in congress, so it really comes down to the census. Which is why Trump wanted citizenship questions on there.
