That doesn't explain it not affecting other positions, it only explains the reason to look into it.

all races are certified except for one district. There was a 10 vote difference for district/county seat, and in that district there was 139 discrepancies, and because recounting wouldn't change the outcome in that single district, they might have a special election just for that one position. so to answer your question, no.
