It means after audit they found irregularities in tens of ballots, which is a problem for only the commissioner's race since that was won by a margin of 10 votes. The outcome will not change for the presidential race, because the margin for biden in Clark County is near 90K+ Biden after audit and the irregularities were only in the 10's of ballots. Yes, there were more flagged ballots. It said all the discrepancies were resolved save for 10's of ballots. Those are the breakdowns you are mentioning and they were excluded from the counts.
