It has to be more than just 3% switch and they are done. I feel like that would get caught easily in a recount which Trump can request in any state if he pays for it. It's a candidates right. The days after the election they would have to go in and replace the 74K ballots with "fixed" ones on the off chance of a recount.

They don't have to steal a flat 3% across the board. They just have to steal 3%. (Again, as you said - assuming the 3% theory is accurate.) Many counties, most even, could be left entirely alone. The theft could be targeted at specific counties. An algorithm could do the targeting, even. Weight the theft so that bigger counties lose more votes. This seems to me to be a strategy that would be harder to detect (and prove!) than just siphoning a flat 3% off the top of every race.
Also, at the end of the day they don't actually need to reach the target (~3%). They just need to win convincingly enough to avoid automatic recounts and (mostly) avoid scrutiny. I therefore read this 3% figure as an upper bound, not an average.
EDIT: I voted in GA and it printed a paper ballot that clearly showed I voted for Trump. I then inserted this paper ballot into a machine. So although I don't trust the scanning hardware at this point, I'm very interested in how the hand recount could itself be falsified assuming the appropriate humans are following protocol. (I'm aware of the Veritas video alleging they aren't, but that's not relevant to this discussion.)

The panic button was Arizona. Up until that point, all the momentum was with Trump. He was ahead by large enough margins everywhere. Markets were beginning to react. Momentum was building for the finish to come. PA should have been called for Trump. Instead, they faked a call of Arizona. They didn't know which way Arizona was going to go, but they called it for Biden to switch the momentum. And then they called all their field agents and had them halt the count until they could game plan how they were going to flip all of the remaining states. That was it.

By 73 eastern they were already talking about him running way with it, showing him leading in places like Kansas and Texas. Both completely ridiculous prospects. FL was the warning to them things were going wrong. The ballot shift was in red districts to make it look like Trump had lost support to Biden. That's why they refused to call FL when only the deep red panhandle was the only votes still out. What they didn't factor in was how well Trump was going to do in BLUE districts like Miami-Dade. That's when the panic started & the counting stopped so they could regroup.
IMO the game plan was to never allow Trump a lead in the electoral college. That much was obvious. Its why they didn't call Florida until they could call California. They wanted Biden ahead all night. To the less-informed, it created the perception that Biden was winning.
The panic button was Arizona. Up until that point, all the momentum was with Trump. He was ahead by large enough margins everywhere. Markets were beginning to react. Momentum was building for the finish to come. PA should have been called for Trump. Instead, they faked a call of Arizona. They didn't know which way Arizona was going to go, but they called it for Biden to switch the momentum. And then they called all their field agents and had them halt the count until they could game plan how they were going to flip all of the remaining states. That was it.
I believe there were multiple layers to the Dems deceit. Ballot Harvesting was the first. Dominion vote switching was layer #2. They felt those would be enough. But late into election night they needed to regroup and set up layer #3 - the old fashioned ballot stuffing.

That's the amount she's been saying from day one was programmatically taken from Trump using dominion software (3% from him to Biden = 6% swing). That was their baseline case that they thought would secure a safe victory with little objection. However in the case of Trump specifically that still wasn't enough, that's why they had to pause counting and add fake votes the old fashioned way to push Biden over the finish line.
For anyone not Trump a 6% swing is the best you could likely hope for, but for Trump it should actually be a bit more (at least a few hundred thousand "found" after deadlines). There was likely even more fraud than that, like scanning ballots more than once or "forgetting" to upload usb sticks of votes. Even just individual workers unobserved counting shit incorrectly by excluding valid trump votes or including invalid Biden votes. Oh and not even checking signatures... And dead people...
