It's culture. I've spent a lot of time around poor areas of China (when I saw poor, I'm talking tin roof little shacks next to a railroad where farmers are growing corn next to the tracks). Ghettos in America are PARADISE compared to ghettos in China but that doesn't stop those poor farmers from raising their kids to study hard in school.
