The Supreme Court receives about 10,000 petitions a year. The Justices use the "Rule of Four” to decide if they will take the case. If four of the nine Justices feel the case has value, they will issue a writ of certiorari.

No, I believe that is incorrect.

I believe what happens is that the year is divided into sessions. All 9 justices meet and discuss which cases thy will take up in the next session.

I'm just guessing here, but it's probably true that the SC receives hundreds, if not thousands, of case submissions each Sessions. I would suppose that all of the justices' clerks review all the submissions and submit summaries, and the cases slowly get weeded out, until the justices agree (to some extent) on which cases will be granted certiori (not sure of the spelling, too lazy to go check), i.e., which cases ill be heard.

I think it just requires any four justices to want hear the case. Not even a majority is required to take the case, if I understand it correctly.
