A WI attorney may be better poised to answer but I don't think it's his responsibility to pay for the recount.
If there has been evidentiary fraud, as is already proven, it is the state's responsibility to clean it up or risk federal prosecution, seeing that it is a federal election.
Remember, he isn't trying to win the electoral college. I'm fairly certain he is trying to take it to the 12th amendment by running the clocks as much as possible. Congress has no secret ballots and the states delegations are something like 26 - 23 in favor of Trump. If they still give it to the Dems at that point we will know who the RINOs (read that as "traitors") truly are.
Even if he wants a recount, he is in his right tot stretch it out as long as possible to make them miss the deadline.
Just sit quietly. My lib friends have been trying to bait me all week about this or that ballot/ case dropped. I say “who knows? I guess we will all find out in A few weeks”. I cannot wait to see their faces when they figure out that Trump isn’t going anywhere.
Do we have real confirmation of this? I've heard it floating around as a rumor, but I don't really get where the money for this is/is allowed to come from (I assumed Trump isn't able to use money from his businesses since it's the conflict of interest thing?)

Why spend funds on a cheated recount. The audit is the real issue

Why pay $9 million dollars so they can recount the fraudulent ballots again? They think Trump is a sucker.
