Foreign aid money comes with too many stipulations and strings because it’s drafted by people in rich countries for their own goals and ends. And don’t let anyone badmouth any white liberal cause of the week or the aid gets yanked, redirected or used as leverage.

I guess my point was you’ll have some Congresscritter’s wife or nephew set up a redundant project nobody asked for but the country is on the hook for all of their expenses, liabilities, and exorbitant consultant fees.
