These governor/health dept announced dictates/mandates/guidance etc. are not "laws" and don't need to be followed. And they are being shot down in courts around the country. If you're given a ticket take the ticket and fight it in court. Especially, especially "curfews". In the absence of imminent danger to life and limb, curfews are a violation of your civil rights.
