Speculation: the voting machines are not connected to networks - as a precaution against backing - so their results are copied to a flash drive and brought to a PC for upload.

I agree with this. Why the hell would we need to put votes on a memory card? What is wrong with writing down the totals from a machine on an official sheet of paper and then calculating totals off of that? Was the argument that people cannot add so we should have a machine do it? This memory card thing creates an even harder to audit trail, it also helps to hide the actual vote total. It gives a chance to falsify the stored values and have them be different than the calculated totals.
