In short any protections in the constitution the states can not infridge on. Prior to this admendment you would be correct but the 14th weaken the powers of the states by quite a bit.
The lockdowns in most states was not done by the legislature and the failure of thr states to compensate business was a further violation.
The 10th doesn't allow the governor to override other admendment. Example a governor can't legalize slavery because of an emergency
