The 14th admendment disagree with your statement

No State shall make or enforce any law which shall abridge the privileges or immunities of citizens of the United States; nor shall any State deprive any person of life, liberty, or property, without due process of law; nor deny to any person within its jurisdiction the equal protection of the laws.

Section 1 All persons born or naturalized in the United States and subject to the jurisdiction thereof, are citizens of the United States and of the State wherein they reside. No State shall make or enforce any law which shall abridge the privileges or immunities of citizens of the United States; nor shall any State deprive any person of life, liberty, or property, without due process of law; nor deny to any person within its jurisdiction the equal protection of the laws.

In short any protections in the constitution the states can not infridge on. Prior to this admendment you would be correct but the 14th weaken the powers of the states by quite a bit.

The lockdowns in most states was not done by the legislature and the failure of thr states to compensate business was a further violation.

When I have time I'll go into detail but the lockdowns are already being challenge and on 9/14 PA judge did a great job breaking down why it unconstitutional. Once it works up the court system as long as the judges aren't being arbitrary or activists he decision should hold.
