How do our elections wind up on memory cards that can be misplaced. These things should be handled similar to security walking money through a casino. There needs to be clear chains of custody and constant accountability for the whereabouts of anything that’s this valuable.
There's supposed to be a defined chain of custody. I don't see how someone would avoid charges in these incidences. It's either a case of severe negligence or malicious intent for these USB drives to not be tabulated and uploaded with the rest.
