All you would need is evidence of fraud or error in your county. This means if you can find a few dead people who are alleged to vote or people who were told they had already voted when they showed up to vote or any such issue, you can honestly appeal to something that was either fraud or error.
The upstate red counties were good. It's the Philly area ones where this needs to be done. Perhaps contacting the conservative talk radio station in Philly would get their local guys to rally the troops?
As far as I know, you don't need proof of fraud.

I'm definitely not encouraging anyone to lie. But the statistical anomalies alone would make me go in and sign an affidavit. Do your own diligence but that's my understanding of this.
