The book "Obsession" by Bryon York talks a bit about Trump's early days in office. He had a sincere belief that many people in DC would come around and support him if he could sit down and talk with them 1 on 1. He put too much trust in their integrity, and that is the primary reason why Comey was able to do the damage he did.
It makes me sad to know that Trump was wrong about that, but at the same time I think he has now become the person who he needs to be.
To any pedes reading this message familiar with the legal know-how, enlighten us non-legal plebs; What laws prevented Trump from kicking in the Swamp and draining it day one, or at least before this late in the game?
I'm just a humble laypede, but I believe his hands were tied by the witch hunts the deep state targeted at him once he clinched the republican primary. Firing anyone meaningful would have just been more fuel for the fire of muh 'abuse of power' whining that was going on. In fact he did fire Comey pretty early on and that exact thing happened. Russiagate was a sleight of hand to protect the deep state, probably because so many have so much to lose from their crimes, hence the brazen nature of the election fraud this time. There are certainly a lot of things they would like to keep in the dark, and they are willing to go to very great lengths to ensure that is the case.
Frankly, I worry for Trump. I hope his Secret Service detail is truly loyal to him.
In order to fire a contract employee, like the buerocrats, you have to have a record of malfeasance over time. Written evidence, or testimony, etc., and it has to be a pattern of intentional bad behavior. And you have to have presented this info to the employee in person at evaluations at regular times. At least this is true in the ngo world and I understand its a lot worse in govt. One reason why poor emoyees get "reassigned" all the time but not fired.
This isn't a legal explanation, but there was the real need to figure out just who was doing what. If you fire one head of an agency, then how do you figure out who to replace them with? You might just end up with another Deep State stooge. I think we saw that happening earlier on...early placements that turned out to be traitors.
At this point, I think Team Trump has gotten a pretty good idea of where loyalties lie based on how people have performed and what sides they chose during crisis points.

If you listen to some theories out there, he has actually been removing power from DOJ/FBI/CIA because they're irreversibly corrupted and been moving it over to trusted agencies like NSA and military intelligence. I know the NSA doesn't have the same scope or powers as the FBI, but it seems possible to shuffle some responsibilities around. I wouldn't be surprised if the DOJ has done nothing because it's been gutted
