I think it is supposed to be under 25 P.S. § 3262 (title 25, chapter 32 if I'm interpreting that right?)

the legis.state.pa.us seems to be missing chapter 32

Under title 25, they list chapters 11 through 19 and then nothing until chapters 33-35.

You can see it under Westlaw's information, and if I am reading it right, the recount can be requested up to 20 days after the election.

Provision for Recount or Recanvass of Vote.--Whenever it shall appear that there is a discrepancy in the returns of any election district, or, upon petition of three voters of any district, verified by affidavit, that an error, although not apparent on the face of the returns, has been committed therein, or of its own motion or under subsection (g), the county board shall at any time prior to the completion of the computation of all of the returns for the county, summon the election officers of the district, and said officers, in the presence of said board, shall conduct a recount or recanvass of all ballots cast.

It's legit. This text is all straight from an AP news article. Note that the 3 voters can initiate a recount in their precinct, not the whole county, much less the whole state. Their county common pleas court can deny their petition, though of course that could be appealed to a higher court. But realistically, it shouldn't be that difficult to get 3 Trump voters in each of the state's approximately 9100 precincts to put up $50 and file these petitions. And I don't think there's any prohibition on outside sources providing the petitioners with the funds, if necessary.
