Looks like section 1701 of the PENNSYLVANIA ELECTION CODE Act of Jun.3, 1937 contains this provision - search "1701" and read from the 4th match. A recount is a move to placate the voters recounts do not over turn results they help mix in illegal ballots. The point is to separate illegal votes from the totals, not mix them in. Recounts are not what we want.
Another way to explain is this:
Recounts count everything that has been counted unless a judge has specifically said “don’t count this batch” we don’t want that. We need discovery. Discovery happens in an audit. That is where you will weed out illegal ballots. Don’t be daft
