The governor would call in the military, and they would slaughter those people without question. "Show them the enemy, they fall in line." Nobody is thinking, just acting. Military always obeys orders. They've never not.
Assumptions that people will uphold their oaths and align with such an esoteric concept as "freedom" or "objective right" when their paychecks and pensions are on the line are foolish.
And once they choose the wrong side and lose it anyway, it'll be too late.
