Foreign actors I think can just be private citizens - like the people who run Dominion and the associated companies. So a foreign government like Russia can't directly hack the election from afar, but a company that owns the machines can program their machines to do so with the help of local corrupt politicians.
I feel like this is setting up to blame foreign actors and have them be the Fall Guy. Maybe that's the bargain required to end this ugly period of American politics.
