Foreign actors don't have to be "Nationally" affiliated, as in "foreign powers."

I am guessing "foreign powers" refers to nations (e.g., Russia). "Foreign actors" need not be nations.

Yeah WTF? Everyone was telling me that was his ace up the sleeve. Even that video everyone was posting today saying how he signed that EO and has it all set up.

I think he meant foreign governments. I still can't figure out why he would bring that up. Maybe it WAS interfered with by a foreign government and he's hinting that they caught them.
