Here is the legal code. https://uscode.house.gov/view.xhtml?req=(title:52%20section:10101%20edition:prelim) I get the feeling that even though it doesn't strictly state that election workers should not be "illegally compelled" or "coerced" etc... that still seems to fail the smell check or breaks the spirit of this law... Thoughts? or know a lawyer lol?

no this law would not apply.
There are no federal laws regarding state level election rules beyond very limited ones around time place and scope. they can intimidate anyone they please in regards to a state election, so long as its not intimidating a voter casting a vote in an election.
Ergo, these people are voting, but not in an election. they wouldnt be protected under this law.
